John 3:3 "Jesus answered him, I assure you, most solemnly I tell you, that unless a person is born again (anew, from above), he cannot ever see (know, be acquainted with, and experience) the kingdom of God."

Our being born again is a matter of receiving and submitting to God's Spirit. Even as we had no control over our natural birth, our spiritual rebirth requires a state of passivity or yieldedness. The water symbolizes a process of cleansing and renewal. The Spirit or breath of God symbolizes a new life--transformation. Without the breath of God, we are dead--like the dry bones in Ezekiel 37. Water and spirit. The water of the Word cleanses us and the Spirit of God transforms us--empowering us to life the God life.
